does Blocking a Critical Strike count as Taking a Critical Strike?

For example, can you restore flask charges on flasks with the Avenger's mod when you block a crit-rolled attack? It seems like the crit roll would be determined during the evasion roll, so I assume so, but I couldn't find confirmation on that. On Hit effects still work against blocks.

Block is counted as hit, so on hit effects will work. Since block recovery is based on the dmg u take(stun), crit should count too.
