[2.3] PSC Budget Bow Frenzy, Evasion/Dodge build (80k+ dps). Atziri capable!
What is this build?
This build is based around using the skill Frenzy with a Bow, combined with as much Frenzy buffs and charges as possible. Frenzy and the Raider Ascendancy give a bunch of bonuses to attack speed, damage, and movement speed while buffed up on Frenzy charges, so we stack as many as possible for high DPS. We use either GMP or Reach of the Council for extra projectiles, along with 100% pierce chance. Why Frenzy? It is currently very easy to get at least 9 Frenzy charges (up to 11 with corrupted bonuses on amulet and boots if you are lucky/have the money for it). Frenzy has high base damage and built in physical damage and attack speed increases from frenzy charges. Bonus per frenzy charge:

Main Link 5L: Frenzy->Physical Projectile Attack Damage->Life Leech->Pierce->Greater Multiple Projectiles 5L with Reach: Frenzy->Physical Projectile Attack Damage->Life Leech->Pierce->Slower Projectiles OR Poison Single Target Link (not necessary with Reach, but nice for the Poison/Culling) 4L: Frenzy->Physical Projectile Attack Damage->Poison->Culling Strike If you happen to get another link you can toss in any damage gem you want. Movement 4L: Blink Arrow->Minion Damage->Faster Attacks->Increased Duration The support gems are not necessary, but can add some minor additional DPS. Alternately you can put your golem in a 4L with extra damage/life and move Blink Arrow to an empty slot with the Buffs or CWDT. Auras/Buffs 3S (no links necessary): Herald of Ash, Hatred, Vaal Haste HoA and Hatred both scale well off high Phys damage. Go for the mana leech node first (for mana sustain) then the Frenzy nodes. If you have trouble with mana sustain early on, you can grab Essence Sap and then respec out of it later on. For the 4 Jewel sockets, go for lots of Phys Damage/Phys Damage with Bows/Projectile damage and maybe some extra % life if you feel your life is too low. Attack speed is also nice. Ascendancy

Raider Ascendancy. Rush to Avatar of the Slaughter first as that adds another max Frenzy charge plus extra damage, attack speed, and movement speed for every charge. After that grab Rapid Assault for extra damage and when you get to Uber lab Avatar of the Chase is extra dps and a bunch more Evasion which is nice.
Why not Quartz Infusion for the Dodge? Simple. We cap dodge chance on attacks already, so Rapid Assault/Avatar of the Chase are better damage and Evasion. Bandits

Reach of the Council is the best option for bows, but if you can't get one of those any high Phys DPS (300+) bow works well. I used a 320dps Lioneye's Glare up until I got my reach. Cost on those is a couple Chaos at most. If you can get any of these as 5L+, go for it, but it's not 100% necessary. Drillneck is ideal here since we have 100% pierce chance. It's got flat Phys Damage, Attack Speed, Evasion, and 100% increased projectile damage. Drillneck is super cheap. If you can afford a corrupted Drillneck with Adds an Additional Arrow that would be best, but those seem to run very expensive. Darkray Vectors are necessary for the +1 Frenzy charge, but since we're going to have a constant 9+ Frenzy charges up that's 45%+ movement speed and 18% Dodge chance as well. If you can afford a corrupted version with +1 Frenzy charges that is ideal, but those are very expensive as well. Hyrri's Ire gets us 10% more Dodge for both attacks AND spells (which is important, spell dodge is hard to get). It also runs up to 2k Evasion, and adds a little extra damage. For the rest of the gear, aim for maxing resists first, obviously, and getting as much +life as possible as the Uniques don't add much life. Once you hit that, look for flat Phys Damage or attack speed (gloves are best for this, but amulet/rings can add some extra damage too). Try to get a corrupted Amulet with +1 Frenzy charges if possible. For the flasks, primarily you need a Quartz for keeping extra dodge up (with the flask you should have a pretty constant 78% chance to dodge attacks and 50% chance to dodge spells). Beyond that, whatever you feel like running should work. I do 2 life with bleed/burning removal (can swap burn removal for shock or whatever else removal or whatever you want), a Quicksilver for faster clear speed (and getting move speed when I have no frenzy charges) and Atziri's Promise for some extra DPS and leech.
