Kinetic Blast is a spell or not?

KB is an Attack, and thus not a Spell, correct.
You need a Wand because Wands deal Attack Damage. :) They're not just Spell stat sticks, they can deal impressive amounts of Damage all the same. |

You can stack spell damage for it if you use Crown of Eyes, though :P

Wand is the only 1Handed ranged weapon in game. There are specific attack skills for this playstyle, one of them is Kinetic Blast. Dagger is 1H melee weapon.
