Effect on Kill

Technically speaking from the game developers' point of view these skills do not add any on-Hit effects. They add certain stats to your Spell/Attack Hits, i.e. grant a buff, but the Skill named Herald of Ice/Thunder doesn't itself do any damage when you Hit with, say, Lightning Arrow or Glacial Cascade.

It would only support the hits that the heralds do themselves - eg the ice explosion or the thunder bolts.
