Overcapping vs Block Chance Reduction?

To preface this, yes, I did search for an answer to my question. But the wiki and PvP threads were inconclusive.

Thus, I ask: Does "Block Chance Reduction" work like "Penetration" or like "Resistance Reduction" from curses and other sources?

I strongly suspect that the answer is the former, as reduction is typically an effect (debuff) applied to an enemy that changes their stats, while penetration is an on-hit player stat (cannot apply to DoTs) that takes the enemy's resistance at the time of the hit and removes a quantity equal to the penetration value (thus ignoring overcapping). Thus, since Block Chance Reduction is not a debuff applied to an enemy but a player stat applied to one's own attacks, it shares more similarities with penetration than reduction.

But it would be still nice to confirm.

Tested that on multiple characters (involving capped block with The Anvil + rumi) and no you can't overblock, BCR is a straight "percentage" (it doesn't lower your value by a straight value) who can't be mitigate in any way.

Wait, so you're saying that BCR is (Block Chance) * (1 - BCR value) and not (Block Chance) - (BCR value)? e.g: If Block Chance was 20% and BCR value was 40%, end result would be 12% Chance to Block and not 0% (-20%)?

Yep you got it, would be way too strong otherwise.
it lowers the percentage of your capped block value. it works like pen gems, it mitigates the block% according to the capped block instead overcapped amount.

Ah, I see.

It was hard to get past the salt over legacy tree decisions and old PvP balance (lol ES not being an issue), so I probably didn't get to the part that actually explained how things worked.

Although, in hind-sight, I should've figured how odd it was that they were talking about 100% Block Reduction when, in a model defined by subtraction vs multiplication by a percentage, why this would be relevant if 75% reduction would be sufficient.
