Are +quality gems worth anything? And what about gems in general?

I have collected a lot of +6, +9 and some +10-16 gems and I wonder if they are worth anything or should I just make them into baubles?

For that matter, are normal gems of some sort worth much? Maybe some of them are just rare or something?
