[sound] Charge expiration sound noise - add checkbox to toggle

That sound notification has little to no significance in the current game and it is adding frequent high-pitched noise to certain builds and uniques. It may force some to play without sound at all, which is obviously undesirable.

Solution: Add a check box in the sound options tab to disable charge expiration sounds. Alternatively make it a separate volume bar.
