Just want to confirm that if I hinder with non-chaos damage that it will still give me 10% increased chaos damage bonus?

I tried checking this in POB and it seems it doesn't work.

This will work. PoB doesn't check for conditionals like this, you need to manually set the Configs page to reflect what happens in game.
