issue with game lagging out / constant freezing

Some zones are more or less fine , but then I have these zones that are absolutely terrible. constant freezes and lag spikes.
its like the game is being paused and then fast forwarded if that makes sense.
sometimes the freeze can last for 6+ seconds which almost always leads to a death.

the thing is how inconsistent it is.
some maps/areas are completely fine and then the next zone i can barely get through due to constant freezes or lag spikes and the occasional crash to desktop. gotten to act 6 in with only moderate problems with lags / freezing , but now it has gotten so bad i might as well quit playing .
freezing for several seconds every 5 to 10 seconds is not how the game should be played and this problem has been a thing for several leagues , just not always this terrible.

have tried changing different settings but nothing works.
directx11/12 and vulcan are all equally bad , any other graphic settings
does nothing to remedy the issue either. fresh install also does nothing..

specs : rtx2070 , ryzen 5 5600x , 32gb ram 3600mhz

ps: pretty sure my old rig played PoE better than my new one..
any issues with either 20-series rtx cards or amd cpus ?

I have a newer rig and i'm having the same issue...not sure what it is because I tried everything to see if I can get it to stop but I can't =[

i'm having the same issue. Can't even level normally.

amd 5800x3d / RX6800 / 32gb ram

I used to have the same severe lag / disconnect problems until I switched networking mode from Predictive to Lockstep (Main menu -> Options -> Game).
