Cast on Crit issue

Dear Fellow players and GGG

I am trying to use the meta coc build. Somehow my crits do not procs the spells.
got around 650 free mana i can take out the ice spear and put crit to get the 100% crit change, but never proccing the firestorm. I checked the marks on the gems that they have linked(the green thing in the uppe-right corner)
