Help, Can't use Scarabs with my maps?!?

As the headline states, I'm looking for the answer as to why I can not use scarabs with my maps. Do I have to unlock something before I can?

" As the colleague said before, double check your atlas tree. You may have put something on it that doesn't let you use scarabs (stream of c.) or transforma their effect into something else (growing hordes). ♣ IGN: DoctaMagicFinder
