why does my coc hydrosphere not work?

Rain of arrows trigger in boots may be interfering. Swap boots and helmet gems.

Oh, sorry, I didn't notice right away. Cast on crit support must support both an attack skill and a spell skill to work.

Apparently, the rain of arrows trigger should launch the cast on crit hydrosphere. Perhaps this is prevented by the use of rain of arrows of saturation in the bow, or not enough mana for the trigger. Try to free up more mana for the trigger, or change the attack skill in the bow.
