My Auto-Exertion stopped working I am not sure why. Help would be appreciated

So i was in my hideout and realized my auto exert stopped working and i cant figure out why. i checked the PoB i was following and still cant figure it out. Freed up reserved mana, bought all level 1 gems even my auto exert and still no luck. im a stumped melee noob and would love some help.

autoexert doesnt spam in hideout/town to avoid the noise

when in maps or any actual combat area it should work, as long as you have it on
