Loot Filter Troubleshooting Help **resolved**

I am trying to figure out why This item is not displaying in my loot filter.
I thought this rule would detect it:

 However, when I simulate in the loot filter, it shows no rule applies:

"fixed" the issue by turning on the Crafting Bases rule and modifying the quality to the desired threshold. But no idea why the over qual rule isnt working

Neversink pointed out that the over qual rules only apply to specific T1 bases
