cannot complete "The Immortal Syndicate"

Playing Ruthless SSF, I have been unable so far to invite Jun to my hideout because I cannot complete the A9 quest "The Immortal Syndicate".
I have searched and uncovered every inch of the areas "Vasteri Desert" and all its side areas (Oasis with its areas Desert Hideout, Sand Pit, Forbidden Vault).
I've done this twice, but no Syndicate member spawns.
I don't remember this being a problem in non-ruthless. Is there something I have to do in particular to get something to spawn or is this some kindd of bug?

It's slightly different in Ruthless modes - the masters don't turn up the same as in normal modes. It might even take until mapping to meet them. Just ignore the quests.

Side quests are just really badly described in general, particularly in ruthless where spawning progression is all changed. I think you were asking about rogue harbor yesterday as well? (Sorry was someone else, but the have basically this some problem but with heist).

All this is optional, I know you might want to finish them, but it is probably best to continue on and they will spawn eventually. It's badly indicated, not your fault that it is confusing.

Some of these quests like the expedition one I don't even have finished with level 100 spec'd into expedition. Really needs fixing but they either don't agree or are oblivious to it. One of the first thing I would improve, think it is a much easier fix than say the confusion about PDR on character sheet.

So just leave the quest unfinished is ok and the fact that I cannot invite jun is not a problem and eventually I'll either meet her in maps (or not?) and then be able to do the content despite not having the mission completed?
I ask because I DID meet Nico and einhar as described in the quest line during the campaign....

The missions do literal nothing that I'm aware of, which is why it is terrible and confusing. All side content will continue to spawn. The only time a side content wouldn't spawn, is if you are more than 10 levels above the zone level or if it is not enabled on your atlas. In ruthless things spawn less frequently so it might be a while, but not doing the quest doesn't block the progression.

If you really want the quest done and are having trouble getting it to spawn some people force it by using scarab. Also might be a bit harder to come across in ruthless.

Specifically regarding betrayal missions and spawn rates, master missions use to spawn randomly, but were changed recently. I think now you need chance to spawn nodes on your atlas for it to spawn, but I'm not certain about this for ruthless currently. Side content and the way it spawns functions slightly differently in ruthless.

If you are in the campaign areas, you should be able to farm them up to 10 levels above before they stop spawning. Again, in ruthless it is likely to be harder to find, and it's probably not worth trying to do these quests rather just than progressing.

The only quests that you don't want to miss are the ones that give you skill points. You can check these with /passives command. You should have 24 after campaign, or 23 if you took a bandit reward. You can always go back to get them though, it doesn't block the progression.

I've made it to tier 4 maps so far, but still no luck with jun (or harvest for that matter, which I'd much appreciate for a monster I've been wanting to spectre) but so far have seen Nico a bit and delve has been a good place for items and gems (but I did do all Nico quests in the campaign).

I think that is RNG, but if you want to increase the chance of finding her you might have spec into it on your atlas or find a way to get betrayal scarabs. Can be a lot a lot harder to find things in ruthless.

I know a little about the blocking on your other question, but it might take me a while to respond. It's a bit more complex and I don't know all the specifics but I'll pass on what I know shortly.

Sounds like your going pretty well, delve was pretty good when I played through. Think I was spec'd into Alva as well. The main thing is map sustain, so anything that helps with that is usually pretty helpful.
