Why vivid vulture won't roll over items sell much more to vendor implicit ?

Hi i used over 10 vivid and it wont roll the fossil implicit . Is that intended or im just unlucky ?

Synth implicit, it rerolls a synth implicit. Does it even allow you to use that recipe without one? That seems weird.

Maybe he has synth and the vendor implicit. Think what jack is saying is correct, it wont change the vendor value mod into a syth implicit.
