Skeletal Sniper does not work

Got the skill lvl to 3 i think, worked in the start but suddenly stopped, cant use it now.
Even if i got all my spirit free i cant summon them, if i try to press the stat/info side for them it takes some random header from another spell but nothing more. Right now when i press the info key for Skeletal Snipers i get the headder for Essence Drain. Sometimes it just says "info not avaible"...
