Kitoko Gloves passive does not proc with Shockburst Rounds (POE2)

I dunno if its just a me or if its for everyone but if Im reading correctly Shockburst Rounds convert 40% damage and yet that particular skill does not proc with Kitoko Gloves. Galvanic Shards does for instance and I tried swapping all runes and reseting everything and nothing seems to work. Is this intended?
