Orb of chance and belts

If I understand correctly, the orb of chance allows you to upgrade to the unique version of said base object, I have already tried it on several objects and everything is fine, if it does not happen, the object breaks, but mainly with the belts that I have tried and that due to the information While there are items that clearly have their own unique version, the Orb of Chance doesn't seem to work, at least on the Utility Belt and the Fine Belt.
