Call of the Brotherhood Ring permanently bugged my character

I tried around with the Lightning to cold conversion yesterday but went back to a physical build with a bit of Lightning in it and i can't inflict shock anymore at all. With the Ring i am able to build cold/freeze with my Lightning Attacks without i just see a 0% Freeze Bar on the Enemy and still no Shock at all no matter what source of shock i use.

1.Edit: After further testing, the bugged state actually goes as far that it looks like my character is completly locked out from using anything lightning related. Even Spells deal only minimal amount of damage (Don't know from wich source) and no shock or anything.

2.Edit: It goes so far that this counts for my other characters too, the shocked state doesn't exist anymore on enemies.

3.Edit After even further testing and trying to get around this problem. It seems like i can still inflict shock etc. but it only doesn't get shown correctly (no debuff icon etc.). That is not as bad as it first looked but still pretty bad.

Plz help
