Please remove minimal skill level

I'm loving the game, but one of my biggest concern in diversity in builds in early game.

I would love to see that an uncut skill gem can create any skill of its level, not only a gated subset. Starting a new character of the same class is forced to choose from a limited set of skills currently. For example, why do we have to wait for a level 9 uncut skill gem to get Fireball (level 9)? Maybe I want to have a Sorceres that uses Fireball from the start, at level 1. Perhaps because of some gear or unique I found with another character. This makes a new character interesting from the get go, instead of having to play a generic character first. Perhaps some recommendation system (like with support gems) can be implemented for new players to prevent overwhelming choices.

Please consider this.

I understand why some skills are intended for "higher level characters" and I'm mostly OK with that.

Where I'd agree with you more is to make sure that there are at least reasonably decent skills / mixes of different skills at all character levels. I'd also agree that it would be nice to easily "downlevel" gems when possible as many players have a vast excess of higher level skill gems but, perhaps, not many skill gems at lower levels.
I agree. The only thing the new gem system made better is that it's now independent from the gear so that there's at least ONE less thing to worry about when upgrading that.
Otherwise, it's worse in every aspect, imho...

Hmm yes, I can understand that as well. Maybe having some tiers could work here, like tier 1, tier 2 and tier 3 skills, having a minimal level requirement.

I like the new system better because there's no more hoping for the desired skill to drop (until you can buy them from a vendor of course). An uncut skill gem drop is now actually exiting.
