Should anointed High Alert Show increased evasion on character? (solved)

I anointed High Alert for my Monk and shows on the skill tree.
It should allow 50% increased evasion while on full life.

It does, just make sure you are really on full life.
For some reason, I was 100 life short after swapping in amulet, and it has life on it.
