I am having an issue where I played POE 1 on steam and now I am playing POE 2 on steam, but for some reason I have 2 accounts. I did "merge" them, but I still cannot whisper people from trade. What should I do?

Hi there, can you please ensure that the account you are using on the Path of Exile website is the same account you are using in-game? You may need to use the "Switch Account" button located on the top left of the Path of Exile website in order to switch sub-accounts.
