Turtle Charm/The Wailing Wall Clarification

Specifically the line
"
Can Block Damage from all Hits while Shield is not Raised

or
"
Can Block damage from all Hits

Does "all" just mean aoe damage? Does this include unblockable attacks from bosses?
This doesn't seem to work with self damage (e.g. Heartbound Loop/infernal flame/Fireflower) and I'm fairly sure this also counts as a hit, as i think other effects like recoup would work

I've meet same question.
Tested several times that turtle charm definitely not work with self damage.
If the purpose of turtle charm is only to block aoe damage, it is too weak.
understanding how 'block' itself works goes a long way. This is from PoE1 wiki, but I'm sure it acts the same or very similarily...

Blocking a hit prevents all damage and harmful on-hit effects such as status ailments. Only hits can be blocked; it does nothing against damage over time. Block typically mitigates attack damage and spell damage, though secondary damage can be blocked if it originates from a spell or attack skill. No block chance stat exists against direct secondary damage, such as self-damage or non-skill explosions.[2]

Blocking has no cooldown and can occur as long as the defender has block chance,[3] including during other actions, while frozen, and while recovering from stun or a previous block. It does not require wielding a shield or a specific weapon type.

-unblockable means unblockable. no you can't block them
-no you can't block secondary effects such as self-damage
