cultist bows and essence of ruin

so i'm trying to do something and tried to apply a greater essence of ruin to a cultist bow and it didn't work, kept telling me not a normal item, which it is. so... is this a bug or feature?

Are you sure the bow isn't Magic (blue writing) or Rare (yellow writing)? Normal items have no explicit mods and have white writing in the item label.
