Was End Game Loot Nerfed?

I have run ~12 breaches on tier 4-7 maps and have not dropped a single breach splinter. I have added item quantity, breach splinter quant, rarity, etc on my tablets and precursors. This is my 4th end game char. This feels very different. Similar story with delirium, I have run about 10 and have not dropped a single splinter. I have checked my loot filter and even turned it OFF, but no luck. Were drop rates massively nerfed?!? Are others experiencing something similar?

"Breach Splinters can only drop in areas with monster level 75 or higher." So your luck will be better with T11 stones and above
