MENA Region Supporter Pack Upgrade Steam

Hello, I bought 15USD early access in MENA region and I want to upgrade my pack. But in-game shop says need to pay 30 USD for upgrade but pack price is 27 USD in Steam. So I just want 12 USD and upgrade my pack but I can't do that. Any info for do that?
