Splinterheart Recurve Bow, and Stormcaller Arrow Interactions.

I don't know if this is intentional or not, but the splinterheart doesn't affect the first enemy hit with stormcaller arrow only the splinters do. Which if it is intentional I will switch bows, but while fighting a single boss it makes it so stormcaller arrow never procs on them. EDIT: this is for Path Of Exile 2 Beta
