Faster Start Charge Energy Shield

So I am playing a sorcerer spec where I convert all ES into Mana, but I don't play with active Energy shield on
So all my energy shield stats are converted into mana instead and I have 1 life But my current robe has 49% increased stat for "faster start of energy shield" As I don't play with ES, will this then count towards faster start of mana regeneration or will the stat just be 100% wasted when I don't play with ES?
