reduced attribute requirements on Morior Invictus Grand Regalia bug?

I am Stormweaver and have Force of Will （1% increased Effect of Arcane Surge on you per 15 maximum Mana）

My Morior Invictus Grand Regalia have 20 reduced attribute requirements.
So , it need 40 DEX now.

But my DEX on 42, I can wear this item and get max Mana increase , but cast speed didn't change.
If I add DEX to 52(item as normal 51 DEX requared), cast speed will increase as normal.

is it bug?

This item has had some problems, so most likely yes it is bugged. But just to be sure when you have 42 DEX , check your skill gems/support gems/ gear and make sure you didnt lose anything that could make you lose cast speed.

I won't change any other item or skill or support gem.

Just simple put on and take off this item at DEX 42.
Cast speed not change but max mana dose.

and if I change 2 point from INT to DEX , DEX is 52 now , and cast speed increase immediately
