This is an okay solution. I think they just need to get rid of the tiers, and levels of gems, and the 3 different kinds. Just make it all ONE gem, that you use more of to unlock or to level. Like a currency.

20 gems to unlock this skill, 40 gems to unlock this support gem. And they would drop more often, rather than being a rarity for the support/spirit gems. Means there's some consistency to farming them.

Good idea.
Current gem tab is awful, to find a Spirit/Buff gem only solution is to type it to search field. Would be better to have 3 separate tabs for each types (skill/support/spirit) and cut/uncut versions. Right now is all a mess.
The best solution without changing the current system is:

1) Add tabs to the gem tab, one for each type of gem
2) Make it so that a lvl X gem can change an existing skill level to any value between 1 and X, or generate a new skill at any level between 1 and X.

E.g.: You drop a lvl 18 gem. You can upgrade/downgrade any of your skills from what it is to any level between 1 and 18, or you can create any new skill gem from lvl 1 to 18.

What this would translate to:
During the campaign you pick up what you drop.
As you start mapping, you can ditch all low lvl gems and pick up only the higher lvl ones.

This way, all you need is a set of 10-20 high level uncut gems of each type to be able to generate any skill you want, at any level (between 1 and your current uncut gem drop level). After that you can simply ignore any uncut gems you drop.

No need to hoard low level gems because "maybe I might need a low level gem due to mana cost or stat requirements".

The only reason I believe this change won't be made is because it renders the gem tab complete obsolete (a single tab could easily hold all 3 types of gems) and GGG needs to create artificial hurdles you can only jump over via MTX
yes please
