Accuracy Rating tooltips

Accuracy Ratings mean nothing if we don't know the computations or how it impacts and scales in-game gameplay. Maybe include some Ratio or Fraction to atleast give an estimate of how much hits or misses or maybe a table of estimate general or mean values of enemy evasion ratings or recommended Accuracy ratings for them.
