Can't Reset Atlas Because "maps are available" but they're not...

Other than the one doryiani sells for 5k endlessly and i even gambled to get under 5k on a hunch that was maybe it and its not. All stash, even guild stash has no maps and there's nothing in the map device or a buyback option. What is the deal?
