Unable to loot progression item -- will it drop again?

I just killed Count Geonor in the end game, and died just as he did. I got credit for the map and he dropped the fragment needed to open the door. Because I died I couldn't loot.

If i kill him again will it drop again, or is my character bricked in terms of that avenue?

You'll need to find another Citadel.
