Need some help understanding veiled mod Wiki

Is anyone able to explain the difference between the sections on this wiki?

The page goes through prefix/suffix, followed by prefix/suffix legacy. Then there is a second section, doing the same, but referencing it as a section for the crafting bench.

I don't exactly understand the difference or reason for the two sections.

In particular, I'm interested in the item level column which differs between the sections.

For example, all non legacy crafts in the first section are level 60, but different in the crafting bench section.

ie.

Elreon's 60 Non-Channelling Skills have -(10-9) to Total Mana Cost ring 1500
amulet 1500

Elreon's 81 Non-Channelling Skills have -(7-6) to Total Mana Cost ring 0 amulet 0

So if I want to find this Elreon craft, do I need it to drop as level 81 or any level? If I use the crafting bench will it restrict item use level 81 character?

The first two sections, Prefix and Suffix, regard the extra unveil-only tiers of modifiers that were added in 3.14.0. These modifiers are only available from unveiling, and do not count as a crafted modifier.
The Legacy subsections, as detailed under the "Legacy Prefix" header, are modifiers that are either unreleased, or were available and no longer are.

The crafting bench section covers all tiers of the modifiers that can be crafted.
Again, the Legacy subsections are for modifiers that were unreleased or removed. Some are removed because the modifier was removed in general (see: the Legacy sections above the Crafting Bench section), some because the low-tier modifiers were supposedly removed in 3.14.0 (at least a few I still see at the crafting bench).

The double legacy section appears to be for the original Betrayal league, when the encounters occured throughout the campaign, and levels for modifiers were adjusted accordingly. Because there was no difference between crafted and unveiled modifiers at this point, they're sorted under "Crafting Bench".

Considering the modifier levels shown in the Prefix/Suffix tabs, I assume that anywhere you kill Elreon you have a chance of getting the modifier.

The modifier level affects two things, monster level required to drop and player level required to equip. I don't think Betrayal encounters can occur in areas under level 60, so Elreon should be able to drop jewelry that can have his prefix in any Betrayal encounter.

The effect on the player level required to equip matters more to the bench crafts--but it isn't 1-to-1 for mod level to player level requirement.
The player level requirement is 80% of the modifier level. So, if you craft the modifier with level 81, the player level requirement will be 64--which is the level shown on the crafting bench next to the craft's cost.
