Choir of the storm lightning bolt int req

I dont know if this works as intendet or if this is a bug, so i post it here.
Just got this amulett and i did not understand why i couldnt put any supports into the lvl18 lighning storm.
Until reading the skills description seeing it has a 178 int requirement.
This makes the amulett useless for my huntress and i dont know why there are stat requirements at all on skills from items.
This should be removed.
