Make Buckler Popular Than Sceptre/Focus

nobody is using buckler, because spectre/focus bring more damage.

how to enhance the buckler?
1. release some buckler related skills.
2. make "Parry" more rewardable to use, maybe after succesfully parry, instantly get a Frenzey Charge. also got a 50% damage boost last 4 seconds.

I want to play parry and fangs of frost so bad...I actually played through the campaign that way, but quickly stopped in endgame.

I was disappointed there are so few skills that build off of parry. Like, you have a whole item/class around spears/bucklers, and the only thing a buckler can do is set up fangs of frost or escape thingy.
