Let us reforge Skill Gems

I feel like it would be a great quality of life change to let us be able to reforge skill gems. I think the best way to implement this is to use the reforging bench, using 3 of the same level skill gem to then receive the next level gem, same way we reforge health and mana flasks. As you guys have mentioned in the past, not having maxed skills in endgame feels unrewarding and I feel like this would be the thing to fix this.
