Forever exiled and minion/sceptre

Listening to the latest pod and the talk of duel wielding sceptres to ease minion levelling was being discussed. What about a passive tree cluster on the starting witch area that adds % increase to spirit on sceptres, this would make it essentially a witch only option

I don't think they would go for that because it might result in build diversity.
