New installation - 30 fps lock on Dx12 and Vulkan

I bought an NVME ssd and did the new installation of win 11, version 23h2 -
I use the Rtx 3060 card and after updating the latest driver as shown in the images, when logging into the game, he not go beyond 35 FPS, only when I choose dx11 it returns to the "normal" 120fps +, is there any configuration that I am not doing correctly?

The steps I've taken so far -

I did a clean install of the nvidia driver using DDU to remove the version that win installed;
I've updated the Bios and windows, the last update was a few hours ago today;
All software is ok;
I have tested other games, such as Warframe, Doom dark ages and they are working normally;

Guys, I'm embarrassed to answer this.

I've just checked everything on the pc before calling it a day and discovered that the video card wasn't fitted properly.
I had to remove it before installing nvme.
Problem Solved.
