Late Patch notes additions

I know the studio still works on finalizing the patch, but these delayed nerfs in the patch notes are frustrating for build planning. I know the community wants patch notes as soon as the stream is over, but if we get unfinished notes and can't actually plan our builds as we have to fear nerfs/adjustments up until patch day, we might as well not get the notes early.

Posting late will take time away from everyone who can allready plan out stuff on the changes allready known. It sucks if you have to go over a build again, if something new comes up, but this is still better than noone being able to start as soon as possible.
