Cannot create first hideout

I completed the Safe and Sound quest and receive the award from Helena. However the orange exclamation remains above her and the Create Hideout option simply closes the window with no action. Using the hideout button from any waypoint says that the Safe and Sound quest must be completed. I have completed all Act 2 quest hoping to trigger Helena but with no effect. There is no Safe and Safe "icon" (either colored or greyed out) in the Act 2 section of the World map.

Gemini search returned the information that I needed to clear the Dread Thicket. Found it and cleared it. "Problem" solved!
