They say it's because of Ddos that server performs like shit, I have other thoughts but ok, let's go with that and say it's just some entity ddos GGG for months.

No right? That suggested entity for whatever reason did the Ddos to gain a benefit of sorts, and clearly it's very effective, they would just keep doing it if they are simply sane.

So, online mode for POE is basically crippled for the foreseeable future, for the game to still live, we need a hybrid mode, a single player local mode with ability to trade online, in that way as long as you can login you can have a smooth play time, but not restricted with SSF mode.

And AH is the way to do that, you only send request when you use AH, but you are never asked to party.

This is a terrible idea and brings a whole range of problems with it that I believe you haven't even considered.
