Controlled Blaze Support

Controlled Blaze was introduced to try to make melee ignite a thing but it didn't catch on. Since ignite builds are not that strong these days, I think it would be interesting for this support gem to lose the Melee tag and be available for other attack skill - speciffically Burning Arrow, as it hasn't been meta for quite some time (even the vigor one).
