​Frame rate abnormally locked at 20-25 FPS​

In Path of Exile 2, a portion of players (including myself) seem to have their FPS capped at 20-25 frames. I've tried adjusting every possible graphics setting with no effect. Even at the lowest resolution, it remains locked at 25 FPS. During the first season, my frame rate wasn't this low—I could even run builds with 10 Comets per second. Therefore, I believe this isn't a player-side issue but rather a bug introduced in a recent update. Please investigate this problem, as I suspect it's causing significant player churn. While searching for solutions, I discovered numerous players reporting the same issue—having tried every graphics configuration while remaining stuck at 20/25 FPS.

My background FPS cap is set to 30. I discovered that under certain conditions, a bug is triggered causing Path of Exile to be identified as running permanently in the background, which locks the FPS at 25. This issue also existed in Path of Exile 1

Just set it to whatever the foreground is and target a few lower, e.g. foreground 120, background 120, target 116.
