Improve Quest Tracking - ie let us hide optional quests but show mainline ones

Bit tired of NPCs that never ever lose their exclamation mark, because you aren't doing the mechanic. Sanctum, now Kingsmarch for example.

You can blanket hide all quests, but I only want to hide optional quests. No such option exists.

Maybe split it into two toggles along these lines:

Enable Story Quest Tracking
Enable Optional Quest Tracking
