Originator influenced map drop rate and Eagon

Why are these so rare? and why is it so hard to see Eagon in maps? why not introduce a new scarab guaranteeing Eagon? i'm spending most of my time in my hideout trying to buy influenced maps or in tier 16 maps looking for the dude even with the atlas fully juiced for maps/originator chance, at this point i'm barely interacting with the "league mechanic", and let's not talk about mercenaries, the one tap fest still continues even when they have trash gear so i haven't interacted with them since week 1.
