How do I complete quest "No Time Like the Present" ?

I didn't play for many years because my old machine couldn't run POE. I had completed the three labyrinths and the atlas with some completed maps, but a few days ago I started playing again and saw that it asked me to redo some quests.
Almost all the quests for the acts indicated on the map have been completed, but I can't complete the quest "Meet Alva on the Causeway." This NPC, Alva, is nowhere to be found on the map, even though I've fully revealed her. Since Alva isn't on the map, can anyone explain how I can complete this quest? She stops showing up because of your level. Just run a map with an incursion scarab in it to force her to spawn in map. Do one of the incursions and the quest will be complete.

But what is this item? As I mentioned before, I hadn't played for many years (I stopped in 2017) and I came back a few days ago, logging in for a few hours a day.

Yea, you have alot of catching up to do. I would suggest watching some youtube videos covering the basics of the new core mechanics that have been introduced since you left. The scarab rework was a big change.
