Deflect and Armor to Ele on Hybrid Armours?

Can the two suffix modifiers roll on their respective Hybrid Armours?

Don't see why they wouldn't. Problem, of course, will be that they take up twice the mod space, and armor-to-elemental-reduction is less valuable without heavily stacked armor. Deflection, meanwhile, is a flat forty percent (to start) off any hit. It will probably be better to fish for Deflection and just stack armor normally, especially since Deflection also helps patch armor's problem dealing with high-damage single spikes. Provided Deflection happens before Armor, at any rate.
