Upgrade Normal stash tab to Premium stash tab then to Merchant stash tab not allowed?

So I've just upgraded my normal stash to Premium and was looking to turn it into Merchant, but don't see the option. Guess that mean Upgrade doesn't qualify as Buying? :(
